As we have discussed in class, Emergency Management begins, not with the Federal Government but with the individual then moves to the family unit, and moves up to the community and continues up.  We all need to be involved in preparing for and responding to disasters and catastophes.

Why does the Federal Emergency Management Agency use the term whole community? What does it mean? What comprises the whole community?
