Purpose/Intent of the Paper – Describe a state-level Growth Management Program that was adopted
prior to 1997. Include (1) the context for the Program (i.e., what was the growth and development climate
in the State such that the Program was created), (2) the specific issues it was intended to address, (3)
history of the Program, (4) success of the Program (did it achieve its intended goal, how was it received
by local governments, etc.), and (5) lasting legacy of the Program (did it create or advance any
Planning/Growth Management concepts or techniques, is the Program still in place, did it spread to other
jurisdictions, etc.)
Length of Paper – In short, as long as it takes to adequately accomplish the items outlined above. In
general, I would expect a paper in the 2 to 4 page (double spaced) range. With a few especially well-
known and important State Programs I can imagine a paper longer than that. It is hard to imagine one
shorter than 2 pages that would do an adequate job of accomplishing the tasks listed above.
