At the project level, you want productive workers when needed per your project schedule. However, keeping workers productive is a key goal at the enterprise, portfolio, and program levels. As a portfolio manager, I found that if an employee is idle for a month, it wipes out the profit from 10 other employees for an entire year. How do you accommodate your portfolio managers request to keep three workers productive on your project, when you dont have them scheduled to work on activities until next month? What steps should you take to get these workers productive without harming your project budget?
