The first part of Chapter 14 identifies and describes the unique characteristics that apply to special groups:

The key conflicts faced by each special group are identified, along with the specific nature of the equity concerns of each group. Based on the conflicts, consideration of equity concerns, and research evidence, specific compensation practices which are most applicable to each group are described.
