Many scholars, lawyers, and politicians around the world, like Eleanor Roosevelt, campaigned for the adaptation of the Universal Declaration of Human Rights (UDHR) in 1948.  By considering the propositions of Constructivism, please explain the following question:  To what extent do shared norms such as human rights influence the goals that states and other actors pursue?
