The notion of an international commitment to human rights was vaguely held in the early 20th century. However, WWII changed everything and made human rights the most competing norm in our century. Many scholars, lawyers, and politicians around the world, like Eleanor Roosevelt, campaigned for the adaptation of the Universal Declaration of Human Rights (UDHR) in 1948.  By considering the propositions of Constructivism, please explain the following question:  To what extent do shared norms such as human rights influence the goals that states and other actors pursue?
