Policy Speech

PUBLIC POLICY ADVOCACY SPEECH

The object of this speech is to identify a problem and advocate for a particular change in public (not personal choice) policy.  The topic must focus on a policy (not value or factual) proposition that deals with a public policy (again, not a personal choice).  In this speech, your significance statement should quantify the harm that you will detail in your first point.
A few things to keep in mind:  The topic should be controversial and should focus on changing a current public policy to decrease the harm it causes in the status quo.  Your first point should quantify the current (it should not be a future harm) harm and inherency.  The second point should detail the current policy and the specific changes to the policy that you suggest.  Finally, the third point should provide evidence of how your proposal would decrease the harm identified.  An A or B speech will also include a tangible call to action in the third point in which you will give the audience something to do that will directly enact the policy change, not something that we just conceptualize differently.  If you choose to give a tangible call to action, make sure that everyone in the audience receives a copy of the tangible call to action at the conclusion of your speech.
The speech should be between seven and eight minutes and must have a minimum of five cited references.  Presentation aids are not required for this speech but can be extremely effective tools in persuading an audience and reminding them to take the action that you advocate.  If you choose to include, a copy of the tangible call to action (TCTA, a one-page written version of your speech addressed to the appropriate source that has the ability to enact your change) should be included following your Works Cited list.
