What went wrong in Afghanistan? To address this question, first discuss what the U.S. hoped to accomplish in creating a new regime in the country following Operation Enduring Freedom. Second, define the problem of moral hazard, and discuss how it affected the course of this conflict. Third, make the case for or against the argument that a UN peacekeeping operation in Afghanistan would have been more effective than the International Security Assistance Force (ISAF) led by the United States. To do so, identify where UN peacekeepers are typically deployed and why they are often viewed as failures. Would they have been better able to stabilize the government in Kabul than ISAF? Why or why not?
